Add manufacturer name SOT109-1 as a tag for SO-16_3.9x9.9mm_P1.27mm and simplify dimensions
When reviewing another merge request I noticed that this footprint cannot easily be located by the name under which it is know by the manufacturer.
This just adds an additional keyword. While at it, I also simplified/shortened the dimension definitions a bit.
