Inconsistency: 'Flip Board View' Option is Missing in Menu

Description

This is just an inconsistency between PcbNew and the Footprint Editor.

Follow up to #6687 (closed).

Steps to reproduce

1. Open PcbNew
2. Check menu bar 'View' -> 'Flip Board View' (the entry exists)
3. Open Footprint editor
4. Check menu bar 'View' -> 'Flip Board View' (the entry does not exist)
5. I would assume that both menus show the entry
