Footprint Editor: Flip Board does nothing

Description

The footprint itself does not have a board, though I think that flipping it can make it easier to draw or review a footprint when only a bottom view drawing is given in the datasheet.

Steps to reproduce

  1. Start footprint editor
  2. Open footprint
  3. Click Flip Board in the appearance control on the right
  4. Observe that nothing happens

In Pcbnew there is also an entry 'Flip Board View' listed under 'View' at the top of the application. This entry is missing in the Footprint Editor.
