Fix incorrect comparison in CADSTAR PCB Archive Importer

Fixes an error caused by commit ff0a7287 (Refer to ff0a7287 (comment 412407039) for details)

@charrasjp I tested this and it works now. Hopefully it also satisfies the requirement to avoid magic numbers?
