Pcbnew: VRML Export: Footprint-relative 3D Models

This MR makes a change to one line of the VRML exporter, which sets the working directory search path to the base path of the footprint file, allowing the VRML exporter's behavior to behave more similarly to the 3D viewer. This change, based on my testing, fixes #14505 (closed)
