Pcbnew: Increase the default size of the board setup dialog

This MR increases the default vertical size of the board setup dialog in pcbnew. This makes it possible to see more items before having to scroll. It improves the visibility of some items near the bottom of the constraints page. The dialog is still comfortably within our minimum vertical resolution requirement.

This modification changes the initial size, but not the minimum size, so the dialog can still be made smaller if the user desires.
