6.0-rc1 does not create new library table if 5.99 was installed

Description

It is not possible to select to load the default table after installing 6.0 and loading settings from 5.99 (excluding libraries).

Steps to reproduce

1. Previously had 5.99 installed, but later uninstalled it. Details:

• Version: (5.99.0-13230-gda58e9ee4c), release build, Nov 11 2021 12:01:07
• %appdata%/kicad had the attached contents: kicad5.99-appdata.zip

2. Use the 6.0-rc1 windows installer, i.e. kicad-msvc.r25186.4df25edb3d-x86_64.exe ensuring all libraries are selected:

3. Launch KiCad

4. Welcome to KiCad screen opens. Unselect "Import Libraries"

5. Open Symbol Editor. The below opens. It is not possible to select to load the default table.
