Default keyboard shortcuts(Ctrl+C, Ctrl+V, etc.) should work with national input language enabled
Switching input language to some national, e.g. Russian, causes the default keyboard shortcuts like Ctrl+C/Ctrl+V/etc. stop working. They only work when input language allowing to type the shortcut's characters - latin 'C'/'c', 'V'/'v', 'Z'/'z'... is active, e.g. US English.
The keyboard shortcuts should work independently of user input language. So they're available with US English, Russian, etc. enabled.
Steps to reproduce
Just enable some non-Latin input language, e.g. Russian and try to use "Edit" shortcuts - they don't work. Switch to Latin-based input languge - they work fine.
