DIALOG_SHIM tab order appears to be broken on gtk3
Description
Dialogs that specify tab order via DIALOG_SHIM::m_tabOrder
don't appear to function correctly.
Steps to reproduce
- Open e.g. the Text Properties dialog in pcbnew.
- Press tab a bunch of times to see the tab order.
- Note that it runs left-right first, then top-bottom, as is the "default", rather than following the tab order specified in the code (in this specific case, it should be layer→width→height, not layer→visible→width)
