Page Layout Editor: frame boundary moves at a different rate than the cursor

Description
The frame boundary moves at a different rate than the cursor when moving it using the "Move" option.
Steps to reproduce
- Select the entire page layout.
- Activate the "Move" function.
- Move the selected objects around. The problem will manifest.
