Pcbnew Footprint Editor - Allow setting Y axis increase direction

!271 (merged) added (among other things) the ability to have the Y axis increase when the mouse moves up. Unfortunately, it didn't add it to the Footprint Editor.
Datasheets have mechanical drawings that typically assume the Y axis increases going up , and decreases going down. When trying to create footprints from datasheets, having to constantly invert the Y axis is an easy way to make mistakes and get things wrong.
Since Pcbnew can set the direction the Y axis increases, it would make sense to unify the footprint editor to behave the same way.
Steps to reproduce
- Use the preference dialog in the 5.99 builds to set the Y axis to increase in Pcbnew.
- Use Pcbnew and appreciate how nice this is.
- Open the footprint editor to start making a footprint.
- Slap forehead in dismay when you realize that the nice Y inversion you applied to Pcbnew doesn't work in the footprint editor.
