Zones on non-copper layers are left behind other layers even in the active layer
Description
If a zone is in a non-copper layer and that layer is active, the zone is left background behind items which are in other layers. For example graphic polygons are shown foreground.
This means that a non-copper zone may be never visible if it's in the same location than another item.
Steps to reproduce
- Draw a non-copper zone on for example B.Silk.
- Have for example a copper pad on for example F.Cu on top of the zone.
- Activate B.Silk.
- The zone is behind the pad.
