Symbol editor "Save As..." does not save library to new file name
Description
After modifing an old .lib symbol lib, new .kicad_sym lib file is not created. The default save path is not where KiCAD_SYMBOL_DIR points, or where the old .LIB loaded from, but the project folder.
Steps to reproduce
In Symbol Editor I delete a symbol from old format (MyLIB.lib) symbol lib. When I click "Save all changes", the proposal is the same name with new extension (MyLIB.kicad_sym), and path is the actual project path (not where KiCAD_SYMBOL_DIR points, or where the old .LIB loaded from). I browse to my KiCAD symbol lib subdir ("D:\KiCAD\library" where good old .lib and .dcm files reside), and click Save. "Save library as..." messagebox is dismissed, no error message, but new "MyLIB.kicad_sym" is not created.
I tried it with accepting the default project folder, and with changing lib name. Still, new .kicad_sym lib is not created.
