implement fillet tool (lp:#1820807)

Currently kicad hos no means aside from the arc tool to add rounded edges
to shapes. It leaves the necessity to import autocad files or other objects
to obtain the round edges. The fillet tool is found in any mainstream cad
package and its currently not featured in kicad. Its used by selecting 2
joined objects and prompts a user for radius for the fillet.

It's not by any means necessary to use external tools. It's pretty easy and
quick to create rounded corners with arcs, especially with version 5.1. I
have planned to record some videos about drawing graphics in KiCad which
would show how easy it is. I woulnd't of course oppose having a fillet tool
but I don't feel any need for it.

not meant to serve the same roles.

I'm not sure if this issue should be a duplicate for #4742 or vice versa. Fillets for the new rectangle is a special case: the arc angle is always 90 degrees.

There's more need for fillets or arcs joining two other shapes now than 1 year ago. There are rounded or arc or curved traces or tracks, see #2023 (closed). And now the rectangle graphic shape. Therefore my previous comment is outdated.

Possibility to find a common solution for all kinds of fillets and arc traces should be investigated. That would include a common WYSIWYG creating and editing GUI and a common implementation.

As I said in another issue, the current arc editing tool isn't good for fillets. Fillets are defined by the tangents (the two straight lines) and the radius, not by the end points or the center point. In a fillet the endpoints should slide along the tangents and the radius would be changed by the user.

There should also be a common GUI for changing joints of two graphic items to fillets/arcs.
