copy paste references don't work and get inappropriate error message

Description

In previous versions of kicad it was possible to "copy paste" references and FP textitems inside the board editor. The pasted items where added as simple "text" items.

This is not possible anymore in kicad v8, probably by design. (some users on the forum used such a workflow to get a fast and simple copy of all references onto a user layer).

However, even if this is the intended behaviour the displayed error message is not helpful and should be reworked.

Steps to reproduce

  1. open any project, any board with some footprints placed
  2. select a footprint reference or a custom footprint Field (see picture 1)
  3. CTRL+C followed by CTRL+V to copy/paste the selected strings
  4. you get a error dialog with "layers not present" (see picture 2)
