8.0.2 | pcbnew | Setting vias in dimmed layer mode won't connect to zone in dimmed layer

Description

Setting a via into a dimmed layer doesn't connect to the zone fill of the dimmed layer (in 8.0 and 8.99)

Take this space:

Add a via (and it works normally):

Dim out inactive layers via the side-panel:

Add a via again (watch it not mentioning a net now):

Refill the zone:

I did expect dimmed out items not to be selectable (which helps sometimes), but found myself surprised that vias can't connect in this mode.
