pcbnew crashes upon import of CadStar *.cpa

Description

When importing a CadStar PCB archive (*.cpa) KiCad crashes almost instanly after 'OK' on mapping layers.

Windows log shows exception was 0xc0000005

[edit for completeness] Archive file loads without problem in CadStar Design viewer [/edit]

Steps to reproduce

1. Open new PCB file

2. File->Import->Non-KiCad Board File

3. Select *.cpa

4. 'Auto-Match Layers'

5. 'OK'

   FLT-4680 revision C.cpa
