add table: available in FP editor, but not completely implemented

Description

The "Add Table" icon is available in the FP editor and is in principle working, but only partly. I don't know if this should work or if tables should not be available in the FP-editor.

Short list of table-related things in the FP editor:

• the "table" command is missing from main menubar PLace-->Add
• individual cells from a created table can't be selected
• the created table can't be edited (the strings in the individual cells - the "Edit table" mode is missing from the context menu)
• the table is not saved into the footprint (or not loaded at the next time)

Steps to reproduce

1. open FP editor, open any FP
2. try drawing a table (with icon from right toolbar)
3. notice the things mentioned above
