Footprints deselected in Selection filter influence m-hotkey behavior

I have values at F.Courtyard. I have selected F.Courtyard, Hide Inactive layers, Deselected Footprints in Selection filter.

To move value text that is on the footprint I have to first left click it (to select) and then m-hotkey allows to move it. To move value text that is in free space m-hotkey alone is enough.

In my (and others - see: https://forum.kicad.info/t/how-to-move-values/47813) opinion when footprints are deselected they should have no influence on this behavior. From that discussion: it looks that in V8 this problem also exists.
