Don't select reference images when they are hidden

Description

I have a reference images behind the circuit. I can select them even though the Images selector is off:

If I have multiple images, the selection menu pops up.

Steps to reproduce

1. Add a couple reference images
2. Turn off image visibility
3. Click on empty space where the image is located
4. Notice the selection menu show up
