Router violates copper to hole clearances

Description

Tracks routed around a hole (non-plated in this case) are laid significantly too close. DRC does not catch this violation either.

This issue might be related to #14898 (closed).

Steps to reproduce

1. Place hole.
2. Route track with shove mode enabled.
