[PCBNEW] Cannot "Shove Vias" when "Highlight Collisions" is enabled.

Shove vias when "Highlight collisions" is enabled, does not work.

  • If this is right, then "Shove Vias" could be grayed out
  • If this is wrong, then it is a bug because vias are not moving for me.
