Pcbnew lags down when track hits arc board edge

Description

When dragging or routing with router set to PnS/Walk around mode, hitting the arc board edge graphics causes Pcbnew to stop responding for some time.

Steps to reproduce

1. Open a new Pcbnew window
2. Draw arcs on Edge.Cuts layer
3. Place tracks on the board and hit the edge graphics with tracks.
