Rule areas don't show snapping points to interactively measure

Description

It would be nice to show snapping points to the rule areas(no matter their shape) so the interactively measure tool can help. (Side request, if a circle turned into a rule area, it is really helpful to show the center point for selection moving and grid placement.)

Above is a request for the footprint editor.
