PCB Editor: Allow negative Zone priority
Description
When you layout a PCB using multiple Copper zones with priority 0, and at the end for some reason you decide you need a flood fill on your board, you currently need to first manually re arrange the priority of all other zones on the board. It would be nice if you could simply give the flood fill a negative priority instead.
Steps to reproduce
1.Create a board with multiple Zones on priority level 0
2.Create a new Zone
3.You should be able to give a lower priority than all other zones.
