Add new KiCoil plugin v0.9.0

This plugin is a planar inductor generator that supports spiral inductors, toroid inductors, and arbitrary variations in between the two. It's an early version right now that only saves kicad_mod files, I'm currently wrangling the IPC API to actually insert these into the open board.
