Use GHC+Cabal's static/dynamic libdir split
Per discussion in !13 (merged), we should make Qtah use GHC and Cabal's new functionality for separating static and dynamic library directories, because that's the proper way forward, and is needed under certain circumstances, like using Template Haskell with Qtah. For now we're installing libqtah.so
to two places, which is a hack.
The change for this is written on the dynlibdir
branch, but it needs Cabal 1.24.2.0. Debian Stable (stretch) is shipping 1.24.0.0, so we'll wait a bit before adding this change to master.
