update to sequoia-openpgp 1.4; update dump.rs from sq, revert to its canonical form
Previously, the code was taken with the modifications from dump.sequoia-pgp.org. However, the canonical form is the one from the sq tool.
The 17.0 major release is coming on May 16, 2024! This version brings many exciting improvements to GitLab, but also removes some deprecated features.
