ice: update ice DDP wireless_edge package to 1.3.13.0

Changelog since 1.3.10.0:

  • Fixed an issue in which all packets with SCTP header were not being received;
  • Flexi MD4 and Flexi MD5 in RXDID22 of Flex descriptor is being used to describe rule id matched in the Switch;
  • Parser is updated to set abort flag for malicious SCTP packets;
  • Updated the Protocol IDs that are being set when receiving MAC_IPV6 type packets that have a VLAN or MPLS header present;
  • more bugfixes.
