amdgpu: revert DMCUB 3.1.4 firmware

Revert dcn_3_1_4_dmcub.bin back to commit 209c18b0.

The new firmware in b3049665 causes continuous error messages "[drm] ERROR dc_dmub_srv_log_diagnostic_data: DMCUB error - collecting diagnostic data" after hotplugging a USB-C monitor.
