qcom: sdm670: Add GPU firmware

This firmware was extracted from Android.

On immutable systems we need the GPU firmware in the initramfs, on immutable systems this means we need to bake it into the e.g. the (signed) UKI so runtime extraction is not an options. It would be great if linux-firmware could ship it. This also prevents confusing bugs by ppl using different firmwares.

As we have sdm845 firmware too I would hope the firmware is redistributable too but maybe someone from Qualcomm can comment on that?
