Add AGENTS.md for AI coding agents

Add an AGENTS.md guide that restates the contribution rules in the operational order an agent (Claude Code, Codex, etc.) needs them: the WHENCE provenance model, the add/update firmware recipe, WHENCE syntax, the make check gate, and commit conventions.

Register AGENTS.md in the check_whence.py known_files allowlist so it is accounted for like README.md and other repository tooling.
