Enable 3 config options for rpi4 32bit

Per https://bugs.debian.org/cgi-bin/bugreport.cgi?bug=971059#12, Debian has no interest in running 32bit on arm64 hardware, but we do in Kali. I asked on irc before re-opening the bug, and they said they still have no interest in enabling it, so we can just change the 3 config options in Kali. This enables the ethernet, thermal device and pcie, which enables both pcie and usb.
