Replace radare2-cutter by rizin-cutter

CAUTION! Don't merge before the packages are available in Kali Rolling

The main developers of Cutter forked radare2 under the name or rizin, and they now develop Cutter against librizin. In terms of package, we now have src:rizin (the fork of radare2), and src:rizin-cutter.

So this commit replaces radare2-cutter with rizin-cutter.

OTOH, I think that the cli radare2 should stay. The main developer still actively maintains it. Time will tell whether radare2 and rizin will diverge, or track each other closely, whether one or the other will fall into oblivion, or anything else. But for now, the cli radare2 is the historical tool, created in 2006, and actively maintained by its author during all those years. I see no reason to replace it with rizin at this point.
