Update the kali-linux-arm metapackage and introduce kali-sbc metapackages

This cleans up the arm metapackage, stripping out the tools that are already in other metapackages and not needed to install manually.

It also adds a few different sbc based metapackages so we can keep track of important packages for supporting the supported sbcs.
