Added error checking to the release retrieval step

Currently having some mirror and proxy issues, took a bit to hunt down that the curl was failing and silently continuing until the debootstrap steps. This will at least fail early and ensure that the issue is resolved earlier. Currently if this curl fails it will default to Stretch
