Investigate v2 of SPAM2010 data

RESULTS for SPAM 2010 V2r0
Differences compared to SPAM2010V1r0_global_...
- No more rounding errors of 0.1 ha or mt, ie areas and production in each pixel satisfy conditions: R=A-I and R=H+L+S (thank you Thomas Rutherford and Forrest Follett)
- No more small negative quantities (see above)
- CSV files do not have 'strange' entries for Yemen - admin names with "," and ";" (thank you Thomas Rutherford)
- Value of production only has one set of entries for Sudan - in previous version it had two
- All crops are now irrigated in Egypt (thank you Claudia Ringler)
- Added missing values for Ghana GH06010 Northern Region, West Gonja (thank you Gerrit Hoogenboom) and make improved allocation.
- Added missing values for maize in Nigeria (NI31 Osun State) (thank you Kai Sonder)
- Added missing values for India ... (thank you Kai Sonder)
- Removed cassava growing areas for China, only allow in Guandong, GUangxi, Hainan and Yunnan (thank you Julian Ramirez)
- Value of production calculations had wrong prices for cotton and palm oil products
More issues were discovered but not yet tackled:
- Kapok has been ignored (reported by FAOSTAT for Indonesia and Thailand) (thank you Paul-Eric Rayner)
- Taiwan has no SPAM allocation for cassava (thank you Zhongxiao)
- Taiwan is allocated all 'other oil' reported for the whole of China (thank you Zhongxiao)
