#129 Move logging.ini file to root of app, explicitly look for sqlparse since it was missed in packaging

Tried out the exe, should work again. setup.py does not seem to have any effect on the app.spec once it is created.

Should also find a way to verify the build result automatically - the missing hidden dependencies don't come out during binary packaging.
