fix electrum plugin

fixes several bugs:

  • a second instance of Electrum running the joinstr plugin never sees the Input Registration tab populated
  • proper input and output list handling for encrypted messages

implements:

  • electrum tx broadcast

this MR also automatically switches the active view of the tab widget to the Input Registration tab, this can be removed if needed
