Remove external resources submodule

Rafael Reggiani Manzo requested to merge 2-run-and-evaluate-meaningfullness-of-tests-rm-external-resources into master

When talking to Arthur and Dylan, they said it is irrelevant. By looking at the project script and seeing that it is not even listed there I feel the same.

Thus one project less to bring into this repository.

Depends on !6 (merged). Once it is merged the WIP flag can be removed.
