Update gems

There are a lot of changes in this MR due to the amount of services getting updated and repeated configuration files. I tried to provide a summary of each change in the commit messages.

Also, I'm still not sure it really works as our test coverage is still deficient. After this gets merged, I'll bring up the environment locally and test. And probably submit more fixes.
