Handle intermitent CI deployment failures

We are experiencing random CI failures when deploying the swarm stack such as https://gitlab.com/interscity/interscity-platform/interscity-platform/-/jobs/522058799.

They seem related to timeouts probably due to poor internet connection. Sometimes retrying it works. Also running locally all is fine.
