Remove dramatiq again

Currently dramatiq does not support chords and direct execution of composite tasks, instantiation of the backend during import is also something that needs to be worked around. Decide to invest the time needed in Celery and port ideas for rate limiting from dramatiq to celery if needed as a better solution for the current rate limiting task blocking problems.
