For everything we need to remember for 0.92.4 (just found something, and I don't know where best to note down). Please add what's missing, this is just a more or less spontaneous collection:

Appoint someone for giving the 'Go!' on the release, who keeps an eye on the minimum requirements being fulfilled (Release notes prepared, everyone knows what they need to do when the release is released, Windows versions and source code are available, preferably ppas have been updated, all other available downloads in the releases app on the website) and stays in contact with people who will do the publishing @Moini / @bryceharrington

Volunteers who give support to users are asked to read the release notes, so they know when a bug has been fixed and can recommend updating @ social media people
