In inkscape!2466 (merged), the new objects dialog was merged. This master issue collects further improvement of the new dialog, including the Layers dialog functionality.
proposed improvements:
clicking on a non-layer group should not auto expand it's contents in the same way as a layer group.
add hover indication for row
selecting on canvas does not scroll in dialog
deleting objects does not work when node tool is selected
selecting multiple objects and clicking on hide/ lock lock just one object
you are unable enter or exit group inside layers dialog
selecting with shift brakes selection
click and drag on icons (lock,eye) to turn off/ on many object quickly
I went through the issues tagged with ~"Dialog::Objects" and ~"Dialog::Layers" and checked which of them were fixed by the rewrite. I'm a bit hesitant to close them yet, because some things might still change.
inkscape#739 (fixed for Objects, and discussion yielded that the behavior for XML is ok. Still happens if. e.g. a CSS class is attached to a group, but I think that makes at least some sense to keep.)

inbox#1386 (I'd say it can be closed. Drag and drop is fixed and the context menu now contains "Move to layer" since it has been replaced with the generic one)
inkscape#1066 (closed) does not happen with the new dialog, but only because the sublayers are not displayed as locked at all.
inbox#1385 (closed) fixed when the click to leave renaming happens in the objects dialog, but not when the click happens on the canvas
personally i think they are unnecessary as a buttons ( stay take up too much space and have duplicate feature) they should exist as a commands somewhere
Sorry but your statement is nonsense. These button are EXTREMELY necessary. Because of your decision I am wasting several hours with frusturation fighting with that menu to move objects around. These buttons should be restored.
