Only regenerate svg-path-parser.cpp if missing

The REGENERATE_SVG_PARSER check was backwards. But even if fixing it, the timestamps still don't reflect the commit time but the checkout time, which can randomly trigger regeneration and putting the source tree in a dirty state.
