Older versions of inkscape created SVG 1.2 flowtext boxes with
a subtle rendering bug. They would ignore the styles of empty
flowpara elements and use the parent style instead.

This caused issues when the rendering bug was fixed. But so many
legacy documents exists which depend on the old behaviour that
an attempted fix was made to ignore empty flowpara elements entirely.

But this caused a host of editing and data problems as older documents
could not contain ANY empty lines any more.
