Add center point to the Circle toolbar

This allows users to configure the position of circles, arcs and chart slices.

UX note: I have NO IDEA why this is missing, it seems like something someone would leave out deliberately. But I'm willing to fight for it's inclusion under the rule: Do not lie to users. And not letting them set a core part of an ellipse is egregious.
