Put top toolbars within dialog panes in SPDesktopWidget

Implements a feature request of Henrique's redesign of Inkscape where the toolbar is put within the canvas space between DialogPanes instead of on top. As a side effect, removes the use of Gtk::Paned _tbbox in SPDesktopWidget.

  • Check that it works as intended
  • Drop topmost application bar
  • Drop X, Y, W, H spinbuttons.
  • Change alignment and organization to stick to Henrique's redesign
  • Redesign snap options button.
