Add focus mode to View menu

Wen-Wei Kao requested to merge ltlnx/inkscape:focusmode-ui into 1.4.x

Add the Focus Mode functionality to the View menu. It improves visibility and tucks in nicely (with the shortcut shown). This also doesn't disrupt translations (the string already exists) so it should be safe to merge. Fixes inbox#10463
